PSE Registration

Registering as an electronic system operator with the Indonesian government.

PSE (Penyelenggara Sistem Elektronik) registration lists a company as an electronic system operator with the Indonesian government (through the communications ministry). Platforms, apps, SaaS products and significant websites operating in Indonesia are expected to register — it is the state’s inventory of who runs digital systems touching Indonesian users and data.

Registration is the beginning, not the end: it connects to content-moderation duties, data-protection obligations (UU PDP), and potential access-blocking exposure for non-compliance. Foreign platforms serving Indonesia face their own registration expectations — “servers abroad” does not exempt the obligation.

The classic mistakes:

  • Ignoring it as paperwork. Unregistered operation risks access blocking — the site simply becomes unreachable in Indonesia. For a consumer product, that is death by bureaucracy; register early.
  • Registering and stopping. The duties attached (content handling, data rules, reporting) need ongoing processes, not a one-time filing. Assign ownership.
  • Assuming foreign incorporation exempts. Serving Indonesian users triggers expectations regardless of where the company sits. Map obligations by user location, not company location.
  • DIY on scope questions. Whether a given product, API or internal tool counts, and which category applies, repays an hour of expert advice against months of wrong assumptions.

Register early, maintain continuously, and pair it with real privacy practice — the filing proves registration, only operations prove compliance.
