OSS RBA

Indonesia's online risk-based business licensing system.

Also known as: OSS RBA, Online Single Submission, risk-based licensing

OSS RBA (Online Single Submission, Risk-Based Approach) is Indonesia’s online system for business licensing: one portal where companies register, declare their KBLI lines, and receive the NIB plus any further requirements their risk class triggers. Low-risk activities clear with the NIB alone; higher-risk ones unlock additional permits, standards certificates or verifications inside the same flow.

For ordinary startups it centralizes what used to be office-hopping across agencies. For regulated lines (finance, health, education, logistics, foreign-staffed operations) expect the “additional requirements” to be the real work — the portal routes you, but sectoral ministries still decide.

The classic mistakes:

  • Treating submission as approval. Filing returns receipts, not necessarily rights — higher-risk classes need follow-through (verifications, commitments, sectoral licenses). Track obligations to completion, not to submission.
  • Wrong risk self-assessment. Understating activities to land a lighter class backfires at audits and partnerships. Declare what you actually do.
  • Stale data across changes. Address moves, shareholder changes and pivots all need reflecting. An OSS record describing a past company fails counterparty checks.
  • Assuming stability. The system, its rules and its implementing regulations have changed several times; ministries reorganize. Check current behavior rather than relying on last year’s guide — and keep a consultant for complex cases.
